SWMU 14 – Fire Training Pit Area

SWMU 14 consists of the Fire Training Pit area. The Fire Training Pit used now is concrete lined and was constructed in 1983. Before 1983, two unlined fire-fighting pits were used. According to the Navy’s 1984 Initial Assessment Study (IAS), visibly contaminated soils were removed from these two unlined pits during construction of the new pit in 1983. The IAS study indicates that one sample of the excavated soil was analyzed for PCBs but none were detected.  An RFI of subsurface soils, down to the water table, was required in the permit. Groundwater investigations were to be conducted if necessary, based on the subsurface soil sampling results.

Status

  • RFI work plans were approved in 1995.
  • Investigations at this unit (a part of OU 1) were performed in accordance with the approved RFI work plans.
  • No evidence of release was seen.
  • A Human Health Risk Assessment Report was submitted in February 2000.
  • The Draft Interim Decision Document was submitted in November 2000.
  • The RCRA 7003 Administrative Order on Consent recommends a Full RFI for the Fire Training Pit Area.
  • A Revised Final Work Plan was submitted in December 2005 and approved by EPA in January 2006.
  • The RFI field work was conducted in March 2006.
  • The Final RCRA Facility Investigation Report was submitted to EPA on March 23, 2007.
  • The EPA commented on the Final RCRA Facility Investigation Report on May 29, 2007.
  • Based on EPA comments, additional ecological work was determined to be necessary.
  • The Final Additional Data Collection Work Plan in Support of Ecological Risk Assessment was submitted on November 9, 2007 and approved on December 11, 2010.
  • Implementation of the Additional Data Collection Work Plan will be initiated on February 10, 2008.
  • The Draft Additional Data Report in Support of the Ecological Risk Assessment was submitted to the EPA June 27, 2008.
  • EPA provided comments on the Draft Additional Data Report October 3, 2008.
  • An Addendum to the Additional Data Report along with a Streamlined Corrective Measures Study Report for SWMU 14 is under development.
  • The Draft Final Additional Data Collection Report in Support of the Ecological Risk Assessment at SWMU 14 was submitted to the EPA on March 11, 2011.
  • The Final Additional Data Collection Report in Support of the Ecological Risk Assessment at SWMU 14 was submitted to the EPA on January 17, 2012.
