SWMU 46 – Pole Storage Yard Covered Pad

This unit consists of a large, roofed, open-sided, uncurbed, concrete pad used by the Public Works Department as a storage area for transformers, miscellaneous electrical equipment, and drums of PCB-contaminated material. Also, there are reports that similar materials may have been stored directly on the ground in adjoining areas. Evidence of past spills has been also reported.

The unit now serves as the main storage area for hazardous wastes generated by the Base Operating Support (BOS) contractor during normal maintenance and stored for less than 90 days. There are now two similar pads used for the same purpose, located at the site.

On the southern portion of the site is an area which was labeled on some old drawings as “contaminated soil pile.” No other information was available. There is no evidence of a soil pile at the site now.

Based on the known site use, the EPA required a first phase RFI in the vicinity of the pad.

Status

  • RFI work plans were approved in 1995.
  • The first phase RFI has been completed. Evidence from those investigations indicates that some releases of PCBs have occurred.
  • Additional investigations were required to confirm the release and assess its vertical extent in soil.
  • A work plan for the additional field sampling program was submitted and approved.
  • The additional investigations were performed in September/October 1997.
  • Contamination was confirmed and the EPA requested a CMS.
  • An outline for a streamlined CMS was submitted in December 1998. This unit will be addressed in conjunction with AOC C.
  • The Streamlined CMS was submitted in May 1999.
  • The Final CMS was submitted in October 1999 and, following agency comments, the Revised Final CMS in January 2000. It was approved in March 2000.
  • The Draft CMI Work Plan Design Package was submitted in July 2000.
  • The Revised Final II CMS Final Report was submitted in August 2000.
  • Following agency comments, the Final CMI Work Plan Design Package was submitted in November 2000.
  • The 100% Final CMI Work Plan Design Package was submitted in January 2001.
  • The CMI was initiated in CY 2006.
  • The Proposed Airfield Schedule was submitted on December 3, 2008.
  • EPA reviewed Closeout Reports regarding Remedial Action for Soil at various sites on March 11, 2010.
  • A Draft Statement of Basis was submitted to the EPA on August 6, 2010.
  • A Final Project Closeout Report Remedial Action for Soil Remediation was submitted to the EPA on August 6, 2010.
  • A Final Statement of Basis was submitted to the EPA on October 27, 2010.
  • The Revised Final Project Closeout Report - Remedial Action for Soil Remediation at Various Sites (SWMU’s 9, 13, 46, and 53) and AOC C was submitted to the EPA on March 18, 2011 in accordance with EPA comments dated September 16, 2010.
