SWMU 70 – Disposal Area Northwest of Landfill

SWMU 70 is identified as the disposal area northwest of the landfill, and is located southeast of Building 394 and northwest of the current base landfill. It covers a large area of flat land consisting of open areas and areas covered by secondary growth vegetation. The central and southern portions of the site are classified as wetlands consisting of either estuarine-intertidal-scrub/shrub (broad-leaved evergreen), or estuarine-intertidal-unconsolidated shore (mud/organic/dead).

Aerial photography identified a disposal area with disturbed ground, debris, a cleared or graded area, and stressed vegetation with containers discarded in a vegetated area north of the main disposal area. During the site inspection and investigation, numerous piles of construction debris were observed but drums or evidence of stains or stressed vegetation were not noted.

Surface soil, groundwater, surface water and co-located sediment samples were collected to characterize the site. Analytes detected at the site are consistent with its use as a former disposal area.

Status

  • A Phase I RFI is recommended for SWMU 70 in the RCRA 7003 Administrative Order on Consent.
  • The Final Phase I RFI Work Plan for SWMU 70 was submitted on December 20, 2007.
  • The Draft Phase I RFI Report was submitted to the EPA on May 26, 2009.
  • EPA provided comments on the Draft Phase I RCRA Facility Investigation (RFI), and a Final Phase I RFI was submitted to the EPA on November 19, 2009 and approved by the EPA on December 15, 2009.
  • The Navy ask for an extension due to delayed fundings on February 19, 2010, for the RFI Work Plans.
  • A Draft Full RFI Work Plan was submitted to the EPA on June 30, 2010.
  • EPA provided comments on the Draft Full RFI Work Plans on Sept 16, 2010.
  • The Revised Final Full RCRA Facility Investigation Work Plan was submitted to the EPA on April 7, 2011.
